The Board of Control for Cricket in India (BCCI) is preparing to address one of the most debated issues in Indian cricket — the growing trend of players retiring from domestic and international cricket to participate in overseas T20 leagues.

According to reports, the BCCI’s Apex Council is expected to deliberate on framing a formal retirement policy that could define when and under what conditions Indian cricketers become eligible to feature in foreign franchise competitions.

The discussion comes at a time when several Indian players have opted to end their domestic careers before extending their playing days in leagues around the world.

Vijay Shankar Case Sparks Fresh Debate

The immediate trigger behind the renewed focus appears to be the recent decision of Vijay Shankar.

The all-rounder recently announced his retirement from Indian domestic cricket and the IPL, only to make himself available for overseas leagues shortly afterward. Within days of his announcement, he was picked by the Kandy Royals for the 2026 season of the Lanka Premier League.

While Shankar’s move complied with the existing regulations, it has once again highlighted the absence of a clearly defined retirement framework governing Indian players seeking opportunities abroad.

Existing BCCI Policy

At present, the BCCI maintains one of the strictest policies among major cricket boards regarding overseas franchise participation.

Under current regulations, any player who remains active in:

  • International cricket,
  • Domestic cricket, or
  • The Indian Premier League,

is prohibited from participating in foreign T20 leagues.

The policy was originally designed to protect the strength and exclusivity of Indian domestic cricket and the IPL while ensuring that players remain committed to the national cricket structure.

However, once a player officially retires from all BCCI-affiliated cricket, he becomes eligible to participate in overseas leagues.

Not the First Player to Take This Route

Vijay Shankar is far from being the first Indian cricketer to choose this path.

Over the years, several notable names have retired from Indian cricket before joining international franchise tournaments.

Among them are:

  • Dinesh Karthik
  • Yuvraj Singh
  • Unmukt Chand
  • Praveen Tambe
  • Irfan Pathan

Each of these players sought opportunities outside India after ending their association with the BCCI’s domestic structure.

Their decisions have often sparked discussions about whether Indian players should be allowed greater flexibility later in their careers without having to formally retire.

What Could the New Policy Include?

While no official proposal has been made public, the Apex Council discussions could potentially focus on creating a more structured retirement framework.

Possible areas of consideration may include:

  • Minimum retirement period before joining overseas leagues.
  • Eligibility conditions for former international and domestic players.
  • Guidelines regarding IPL participation and foreign leagues.
  • Mechanisms to prevent premature retirements solely for franchise opportunities.

The BCCI could also choose to retain the existing policy while introducing clearer rules governing player exits from domestic cricket.

At this stage, it remains uncertain whether the board intends to relax its long-standing restrictions or simply formalise the current system.

Support for Maldives and Fiji Also on Agenda

Apart from the retirement policy, the Apex Council meeting will also discuss requests for assistance from two Associate cricket nations.

The Cricket Board of Maldives and Cricket Fiji have sought support from the BCCI, with board officials expected to examine what form that assistance could take.

Indian cricket has increasingly played a role in supporting the development of the game across neighbouring and emerging cricket nations, and the discussions could further strengthen those relationships.

Andaman and Nicobar Affiliation Request

Another administrative matter scheduled for discussion involves an application from the Andaman and Nicobar Islands seeking formal affiliation with the BCCI.

Granting affiliation would potentially allow the region to become a recognised part of India’s domestic cricket structure and open pathways for local talent development.

The matter has reportedly been pending and is expected to be reviewed during the virtual Apex Council meeting.

No Discussion on India T20 Captaincy

Interestingly, the much-speculated issue of India’s T20I captaincy does not feature on the Apex Council agenda.

The reason is straightforward: selection-related matters fall under the authority of the national selection committee rather than the BCCI’s administrative body.

As a result, any decisions regarding leadership changes or squad selections will continue to be handled independently by the selectors.

A Significant Moment for Indian Cricket

The possibility of a formal retirement policy marks an important moment in the evolution of Indian cricket administration.

As franchise leagues continue to grow around the world, more Indian cricketers may look to extend their careers outside the domestic ecosystem after stepping away from BCCI competitions.

The challenge for the board will be finding the right balance between protecting the value of Indian cricket and allowing experienced players the opportunity to continue playing professionally elsewhere.

Whether the Apex Council ultimately chooses to modify the current rules or reinforce them with clearer guidelines, the discussions could shape the future career paths of Indian cricketers for years to come.
