As per the recently circulated 11-page document shared with franchises, the governing body will continue to hold jurisdiction over participants for up to three months after the termination of their contracts. Furthermore, the BCCI retains the authority to take action even beyond that period if the violation occurred during the season or within the specified three-month window.

Extended Jurisdiction Beyond Contracts

One of the most notable aspects of the revised guidelines is the extension of accountability. Players and team officials are no longer bound only during the tournament or contractual tenure but must adhere to the Anti-Discrimination Code for an additional three months after their association with a franchise ends.

This provision ensures that individuals cannot escape disciplinary action simply because their contracts have expired. It also reinforces the BCCI’s intent to uphold ethical conduct consistently, regardless of contractual timelines.

The move is particularly relevant in modern franchise cricket, where players frequently transition between teams and leagues across the globe.

Objective of the Anti-Discrimination Code

The Anti-Discrimination Code is designed to safeguard the integrity, reputation, and global appeal of the IPL. According to the document, its primary objectives include:

  • Preventing behavior that could be perceived as racially or religiously offensive
  • Establishing a clear and efficient disciplinary mechanism
  • Promoting respect, inclusivity, and professionalism within the league

The BCCI has emphasized that maintaining the public image and credibility of the IPL is central to these regulations, especially given the tournament’s massive global following.

Clear Distinction from Code of Conduct

The Anti-Discrimination Code operates independently of the standard Code of Conduct, focusing specifically on discriminatory behavior.

It broadly defines an offence as any conduct—verbal, physical, or gestural—that may insult, intimidate, humiliate, or vilify an individual based on attributes such as:

  • Race
  • Religion
  • Culture
  • Gender or sexual orientation
  • Disability
  • National or ethnic origin
  • Marital or maternity status

This comprehensive definition ensures that a wide spectrum of discriminatory behavior is covered, leaving little room for ambiguity.

Strict Penalties for Violations

The BCCI has outlined a tiered penalty structure depending on the severity of the offence and the individual’s disciplinary history.

  • First offence: Suspension ranging from 4 to 8 matches
  • Second offence: Suspension ranging from 8 matches to a lifetime ban from the IPL
  • Third or subsequent offences: Suspension ranging from one year to a lifetime ban

These stringent measures underline the zero-tolerance approach adopted by the governing body.

In addition to match suspensions, offenders will be required to undergo mandatory education or counselling programs. These sessions are intended to promote awareness and understanding of discrimination-related issues, ensuring behavioral correction rather than just punishment.

Role of the Ombudsman

The adjudication of cases under the Anti-Discrimination Code will be handled by the BCCI Ombudsman. This independent authority is responsible for reviewing complaints, conducting inquiries, and delivering final decisions.

However, the Ombudsman’s powers have a defined limitation. While they can impose sanctions on individuals, they do not have the authority to alter match results. This ensures that the integrity of on-field outcomes remains unaffected by disciplinary proceedings.

Reporting and Investigation Process

The reporting mechanism under the code is clearly structured to ensure timely action. The following officials are authorized to report a breach:

  • Umpires
  • Match referees
  • Team managers
  • Senior franchise representatives
  • General Manager (Game Development), BCCI

Any incident must be reported to the BCCI CEO within 36 hours. Once reported, a formal inquiry process is initiated to examine the evidence and determine the appropriate course of action.

This defined timeline ensures swift handling of cases, preventing delays that could otherwise impact the credibility of the disciplinary system.

Mandatory Compliance for Franchises

The BCCI has made it clear that compliance with the Anti-Discrimination Code is a non-negotiable condition for participation in the IPL. All franchises are required to acknowledge and enforce the code within their teams.

Decisions made under the code will be automatically binding on both the BCCI and the franchises. There is no requirement for additional approvals or formalities, ensuring immediate implementation of disciplinary actions.

Franchises are also expected to take all legally available steps to enforce these decisions, further strengthening accountability across the league.
